Yossi Hoffman
Bushburg boss turning Lower Manhattan's unloved office towers into apartments
Who they are
Yossi (Joseph) Hoffman runs Bushburg, a Brooklyn developer that made its name in Bushwick, most notably by turning an old factory into a mini-mall. The Promote puts him at the front of a wave of Brooklyn-bred builders moving into Lower Manhattan. These are firms known for controlling costs closely and getting product built without much drama, and they are taking deals that institutional investors and high-flying sponsors have passed on.
Hoffman's Manhattan debut came in 2024, when Bushburg paid Rudin $160M for 80 Pine Street. That worked out to about $133 a foot for a FiDi tower that had sat half-empty since AIG moved out. Bushburg converted the building to apartments, and The Promote now calls the job a big success, with rents reported above $100 a foot. In 2025 the firm landed $320M from Bridge City and Deutsche Bank for a 700-unit FiDi conversion, and coverage has also tied it to 100 William Street, bought from Manulife.
Fall 2026 has been Hoffman's busiest stretch yet. In October, The Promote reported that Bushburg was in contract to buy Gary Barnett's Two Bridges development site at 259 Clinton Street. Counting the buyer's share of the required public improvements, including subway station upgrades, the bet is in the $100M range, one source said. The site could support a residential project of roughly 600K sf. According to The Promote, Simon Dushinsky's involvement at the neighboring Chetrit-owned parcel gave Bushburg confidence it wouldn't be paying for those improvements alone. Weeks later came his biggest swing yet: Bushburg is in contract to buy 60 Wall Street, the 55-story, 1.6M sf former Deutsche Bank Building, from GIC and Rithm's Elecor. The price is reported just under $400M, about $250 a foot, against a valuation of $1.04B in 2017. The plan is another apartment conversion. Bushburg did not respond to requests for comment.
